Lesley Baird

Chief Executive

Lesley has worked with TPAS since September 1996. She started with TPAS as a development officer, moved to the post of assistant director,she has been Chief Officer since 1999. Lesley is responsible for working with the Board of Management to develop the strategic and policy direction of TPAS, she manages the day to day work of TPAS, and keeps up to date with practice by having a "hands on role" in training, independant advice, strategy and policy development, audits, accreditation and many other projects.

TPAS is a Scotland wide organisation, Lesley claims to have the best job in Scotland - traveling to beautiful places, working with amazing people and getting paid for it.

Elaine Scoular

Head of Operations

Elaine is  Head of Operations for TPAS Scotland.  In her role, Elaine provides a support and administration service to the Chief Executive, the Board of Management, our membership and the many other agencies with whom we work.  In addition, Elaine provides a personnel and finance service to the organisation.

Sharleen Brown

Administration Officer

Sharleen is the Administration Officer for TPAS and undertakes a wide variety of administrative duties to contribute to the effective organisation of TPAS. Sharleen is also involved in the running of TPAS conferences and ensures delegates are able to make the most of their conference experience. Sharleen is also responsible for maintaining and updating our website and newsletters.

Emma Meldrum

Development Officer

Emma is currently working with Stirling Council. Emma's main objective is to promote tenant participation across Stirlingshire, along with reviewing and implementing the Tenant Participation Strategy. Emma works closely with tenant groups, tenant voices, community groups, council housing services, staff and other local housing providers.

Tony Kelly

Development Officer

Tony has over 20 years housing experience in delivering and involving tenants, residents and staff in ways that work for them and help them to deliver local solutions.
