Lesley Baird

Chief Executive

Lesley has worked with TPAS since September 1996. She started with TPAS as a development officer, moved to the post of assistant director, then was appointed Director in February 1999. Lesley is responsible for working with the Board of Management to develop the strategic and policy direction of TPAS, Manages the organisation on a day to day basis and keeps up to date with practice by having a "hands on role" in some projects.

Elaine Scoular

Assistant Director, Corporate Services

Elaine has been working with TPAS since January 2000 when she was appointed as Office Manager. She has since moved into the post of Assistant Director with TPAS with responsibility for Corporate Services within the organisation. This includes personnel and financial issues, together with having responsibility for events organisation and Membership. Elaine has responsibility for working with the Director and Board of Management to develop policies and practices.

Jamie Ballantine

Assistant Director, Project Services

Jamie has worked for TPAS for over 6 years and has specialist knowledge of tenant participation, housing transfers and community consultation. Jamie is also interested in using mystery shopping as a tool for tenant involvement and raising the standard of service provided by landlords. Jamie currently manages local tenant participation support projects in Stirling and West Lothian.

Sharleen Brown

Administration Officer

Sharleen is the Administration Officer for TPAS and undertakes a wide variety of administrative duties to contribute to the effective organisation of TPAS. Sharleen is also involved in the running of TPAS conferences and ensures delegates are able to make the most of their conference experience. Sharleen is also responsible for maintaining and updating our website and newsletters.

Theresa Elliot

Development Officer

Theresa Elliot has recently joined the Glasgow team as a part-time development officer. Theresa joined TPAS in 2001 as a full time development officer and work exclusively on the Stirling Tenants Project to provide development support for Stirling Council and Stirling Council's tenants. Theresa worked with Stirling Tenants Assembly to develop 'Tenant Led Inspection' in 2006 and worked with them also on their first two inspections. Since joining the Glasgow team Theresa has worked with various landlords on mystery shopping projects.

Colin Cassie

 

Development Officer

 

Colin holds a post-graduate diploma in Housing Studies from the University of Stirling.  He is also a sociology graduate of the University of Glasgow. He is a TPAS development officer but he initially joined TPAS in the capacity of Information Officer with responsibilities for producing and updating the organisation’s publications and briefing notes.  He has wide experience of working with landlord and tenant group members, providing practical help on producing newsletters, flyers and other consultation material in plain language.

 

Colin has previously worked for 4EIGHTY housing consultancy.  He has been involved in a variety of projects there including the development of internal management plans, and regeneration of low demand neighbourhoods, involving a strong focus on anti-social behaviour measures. Colin has worked on a number of independent advice projects including Stirling and the Western Isles.

 

Catriona Rowley

 

 

Development Officer

 

Catriona Rowley joined TPAS in March 2007as a Development Officer working exclusively on the Stirling Tenants Project. Catriona provides support to existing tenants groups, specifically the Stirling Tenants Assembly, who are the area umbrella tenants organisation as well as support to new groups in any of the communities in the Stirling area. Catriona also provides support for the Tenant Led inspections project which carries out one to two inspections of areas of the Landlords services on an annual basis.

Since starting in post Catriona has been working on developing and promoting the 'Tenant Voice' scheme which will give communities without a tenants group a representative who will ensure tenants views and concerns are heard by the council and who will also make sure that tenants are made aware of changes and developments within the Housing service. Catriona supports the growing ranks of tenant voice representatives in all areas and is always on the lookout for a new volunteer.

 

Lavinia Kilbride

 

 

Development Officer

 

Lavinia is our newest TPAS Development Officer based exclusively in West Lothian.  Lavinia is keen to explore new ways of working to encourage tenant participation to ensure that their views and opinions are taken into consideration at all times.  Lavinia is looking forward to working with all tenants of West Lothian Council.
